Challenge
Chicago’s Office of Emergency Management and Communications (OMEC) oversees City 311, 911, and traffic management. was amid a significant budget constraint and determined they needed to standardize, rationalize, and optimize purchasing practices to address the constraints.
Solution
Krasan Consulting provided management consulting services to review the OC and CIC operations, their use of technology, their business processes, along with their personnel and roles. This work was accomplished by establishing a picture of the existing business processes, determining technology gaps, reviewing workflows and human interaction across each of the OC the CIC and the EOC. The result was to produce a concept to consolidate the OC and the CIC to improve the layout of the spaces and facilities, to upgrade technology, and to guide the OEMC on the approach of integrating the OC and CIC into a single operational unit.
Outcome
As a result, OMEC benefitted from improved communications, management, and awareness. In addition, service levels are now common and coordinated, team leadership is coordinated, and processes and reporting are aligned. Technology was upgraded and software redundancy was eliminated to assist with management and reducing cost. Space utilization was improved, and an additional command area was created.
